Win 98 Fatal Exception OE

I can't get past the following blue screen at start up: Fatal exception OE 0137:BFF9A3C0. There was a storm last night, could this be from an electrical surge? I can't find a reference to this at Microsoft Knowledge Base. Thanks for any help.

The system is booting up and but does not mean that you did not get hit with a surge,it will show affects slowly over a period of time
Load the ERD in A:drive and then boot the system up,at the command prompt type in setup,and re-install the filesfrom the floppy if this goes through,then you want to turn the power off,and then reboot after removing the floppy.Hope for the best.

Thanks, but the system is not actually booting up. when the power is turned on the blue screen comes up immediately. I've never seen anything like this.

If you mean no post < where video, bios, memory configuration etc. is displayed > then I can think of only two problems.
1. The monitor is dead. If so then 20-45 sec
after you turn your pc on you can see/ hear disk activity and lights lite on floppy drive.If so then you pc is booting but you can't see it because your monitor is dead.
2. Nothin happens at all. No lights on floppy drive/ cd-rom / or disk. If this is the case then I am afraid your mother board is dead. You might be able to take excess boards from backplane ( modem, any add-in boards not needed for boot. If you have a video card leave it in. Machine should beep if video card is removed. If it does beep the video card might be problem.
In any case for part 2 either an add-in card is damaged causing motherboard to be held down or motherboard is bad.
3. Thinking about the modem.....lightning might have run in on the modem line. At lease try removing it and see if any changes in symptoms.
4. Strange.. You are getting an exception but this happens as soon as you turn your pc on? Are you running NT/98/??? Still see what does work and go from there.

EXCEPTION 0E IS USUALLY RELATED TO A PROBLEM IN THE REGISTRY, BUT CAN BE CAUSED BY HARDWARE FAILURE AS WELL. YOU MOST LIKELY DID GET HIT LAST NIGHT. START BY TAKING OUT ANY EXTRA BOARDS EXCEPT THE VIDEO. IF IT STILL DOESN'T COME UP TRY ANOTHER VIDEOCARD.
TRY REPLACING THE MEMORY NEXT. BESIDE'S THE PROCESSOR, THIS SHOULD ELIMINATE EVERYTHING BUT THE HARD DRIVE AND MOTHERBOARD. IF IT STILL DOESN'T WORK INSTALL ANOTHER HARD DRIVE AND SEE IF YOU CAN INSTALL WINDOWS. IF THIS WORKS YOU HAVE A BAD HARD DRIVE. IF IT DOES NOT IT IS MOST LIKELY THE MOTHERBOARD.

Since you state in your rejection comments that the error comes up immediatly (I am assumimg before the memory count and the other POST functions) there is only one inescapable conclusion that can be drawn, your lightning storm zapped the BIOS on your system board. You can try to exchange the memory from another machine, if that is an option, but my money is on the sytem board.
