WIN 98 Install Error

I am currently installing windows 98 se. After the computer restarts after it does the find new hardware wizard thing, it restarts and a error message pops up everytime. The error message is as follows:
“Windows protection Error. You need to restart your computer
C:/Windows/system/vmm32.vxd Missing/Unable to Load”

Does anyone have any idea how to handle this error message. I really need to figure this out. I have tried to change a few of the computer compnents out and I come up with nothing.
