Win 98 Missing Network Login Window

I am working on a PC with Win98 SE and can’t get it to display the Microsoft Networking login window as startup. It just loads straight to the desktop. If after startup, I select Start/LogOff, it will display the network logon window and allow logging onto the network (Windows NT) and access to resources. I have removed and re-installed the network settings, have the machine set to not use user profiles, removed all *.pwl files. I have it set to log onto Windows NT domain with the correct domain and have the primary logon as Client for Microsoft Networks.

I have several of the same model computer that work fine and am out of ideas.
