win 98 settings
I seem to remember that there is a way of stopping users from changing there screen settings, layout of toolobars etc. But YES I've forgotten how to do it?
Does anyone remember?

Find "poledit.exe" on the win98-CD and run it.
It may be - \admin\apptools\poledit.exe

I tried the poledit.exe command but it appaers to be looking for a networked PC. Is there a way to stop changes somewhere else.

Restrict Changes to Active Desktop Settings Category
Open Registry
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Value Name:No Active Desktop Changes
Data Type:REG_DWORD (DWORD VALUE)
Value Data:(0=DISABLE,1=ENABLE)

Go into the passwords control panel and select the user profiles tab then select all users of this computer use the same preferences and desktop settings.

If I do this the user can still make changes.
