You can create two shortcuts and use them to shutdown Windows 98 SE.
      First command line:
      start rundll user.exe,exitwindows
For second shortcut ( case sensitive)
      rundll32.exe shell32.dll,SHExitWindowsEx 5
About second shortcut read MS article Q234216

      Good luck

if you have a NIC? disable and reboot.
if work fine install win95 drivers.
if this does not work disable each device.
vga, sound, modem and sometimes printer driver. this my sound hard but i have seen then. get the latest or oldest drivers they work.

Windows SE has a lot of version. I think yours are the first version. Check on your Windows directory whether it contains file (something like) FIX.EXE (or .COM).

Try to get the final version instead as the first version is quite unstable.
