Win 98SE Fatal Exception at Login

When trying to log in to my PC the following usually happens. The screen goes black, and hitting any key brings me to the following BSO (Windows)
A fatal esception 0E has occurred at 0028:0003F3F. Hitting a key again usually brings me to a blank screen where I can Ctrl-Alt-Del and shutdown. This continues even after replacing MB,CPU, and video card. The system is as follows:
FIC AZ11EA w/Athlon 1.2,512MB PC133 RAM, 3dProphet II MX 64, Network Everywhere 10/100NIC, SBLive Gamer 5.1. I've tried removing my AV software, (Norton Systemworks 2001), still happened.

MS has an article that may be pertinent. It talks about the fatal exception in connection with File and Print sharing and Client for Microsoft network. It wouldn't hurt to look at it. Type the following in the address box of Internet Explorer:

try and see if you can boot into safe mode. This way you can determine if it's hardware or software related. If it does boot up fine, try removing any add-on cards (NIC's, modems, etc.) from the computer and try to go into normal mode. Also, if you can get into safe mode, you may want to go into msconfig , under the startup tab, and look to see if you have a "LOAD=" in the list. If there is one, and there is no description of the application to the right of it, you probably have some sort of virus. Also, look to see if there are any left overs of Norton still trying to load up at startup. You may want to run a defrag and a scandisk while you are in safe mode as well.

If you cannot boot into safe mode, you may have a hardware conflict. Try to boot up into safe mode with only the essentials...video, mouse, and keyboard.

Also, if this started to happen recently, try a scanreg /restore to a date you know your computer booted up fine. Good luck.

Swapping out RAM & NIC didn't help. The only original thing left is the HD. Can anyone think of something other than a reformat and install to try?
