Win Explorer showing Corrupt? File Names

On a particular folder at work I am seeing some file names that look very strange (always 8 characters - very jumbled). Example: -

D45J012Q
L2AWRTPO

If I double click the file then the file opens okay. If I go down to the department where this file is used, they are seeing correct long file names, such as: -

belt pricing file for GB

What is wrong, and how can I cure the situation?

Are the jumbled filenames in the folder at the same time as the long filenames because they could be temporary files that are out there while someone works on the file with the correct long filename. Sometimes when I've had word or excel files openand then my system crashes I'll get files with strange names like that.

No, these are not temp files. The department where the file is used are not seeing these weird filenames.
