Win ME start shutdown problem & scandisk

hi everybody
I installed Windows ME in two of the systems in my office. but both of the system are having troubles when shutting down; it hangs and sometimes restart in safe mode even users shut it down properly.

One more thing, the scandisk cannot be run even i disable every items on the startup menu in system configuration utility.
