Win XP “Help” unresponsive

“Help” unresponsive in WinXP
Hi!
I have a situation where the “Help” function in Windows XP Pro is unresponsive. No matter what program is running, Help does not work. Going to Help And Support on the Start Menu is also not functional. I have tried the remedies as listed on the following web page, but none of them have helped. Here is the URL:
