Help! Here’s the quick rundown. It is a Dell Dimension Desktop. had been having issues w/ IE locking up since the installation of Photoshop. Did a System Restore to a date about a week before the installation when system was running fine. After the “restart” part of the restore function all we got was the blue desktop screen with the Windows XP logo. Tried to restart several times, same result. Tried to restart in safe mode, but can’t get it to restart in safe mode. (i.e. F12 doesn’t even give the option to start in safe mode). Got out the Dell manual followed the instructions to boot to run diagnostics and all checked out fine. the 4 green lights on the back of CPU indicate all is well. Any idea why it is not booting past this point? Why I am unable to start in safe mode? How I fix any of the above?
