Win XP SP2/SP3 Freeze and or Restart Looping

I did a fresh install of XP with SP2 from an original MS disk to a Soyo Dragon Ultra MB with an AMD Athlon XP 2100 with 512MB RAM.

Ran fine for a few months, then rebooting required cycling the power switch on the power supply to load windows after the POST, etc.

Took the system to Fry's and the techs ran their diagnostics on the hardware and found no problems. Added a new memory stick, now 1.5GB board memory. Memory tests always run clean, both on POST and extended overnight tests.

Then couldn't get Win to load at all. Replaced the CPU fan, cleaned the processor and replaced it with new heat sink compound. The BIOS shows no heat related problems, running at 60 degrees C. Now windows loads, but intermittent problem of having to cycle the power switch to get it to load persists.

I have Webshots, and wondered if Win wouldn't wake after sleep mode, so I turned off the screen saver and the power save mode to keep system awake all the time.

I have always used auto update and kept up to date on MS system software fixes. Run Symantec and SpyZooka, don't see hardly any virus or spyware issues ever.

Read about XP SP3 problems, put off installing SP3. System begins hanging up and or restarting on its own and while still on XP SP2, I get this error message just after loading Win:

Some other interesting facts, from the F8 boot choices menu, could NOT turn off auto restart feature - when selected, would not load windows at all, could still load into SAFE Mode or full Windows load. Ran a registry fixer, then Win loaded faster but still hung up after 3-4 hours. When it hangs, cursor is frozen and Control Alt Delete does nothing. Also, restarts on its own intermittently.

Installed XP SP3, figured it couldn't get worse, and maybe would be fixed. After installing XP SP3, system shows all of the same conditions, but runs almost all day before hanging up and cursor freezing.

Error message is now similar immediately after Win startup:

Downloaded UltimateBootCD and learned about ISO volumes and burning, and such, now have system booted up on the CD, but don't know what to do next.

Wondering if I should just give up and reinstall or try to repair windows from the Win XP SP2 Disk. Can't take much more of this, makes me love my Mac Mini more all the time.

I run AMD chips and am staying away from SP3 for awhile. There have been some workarounds posted here at TR, but I'm not interested at the moment in fiddling with them. I work mostly from home and can't afford to risk a machine going down at the moment.

What is your power supply Voltage/Wattage?.

You might need a new power supply because of the intermittent restarts/shut-downs. Can you get another power supply to test out?.

Please post back if you have any more problems or questions.
