win2003 server client licenses

I need a clarification here. I usually support clients with existing licenses in place. A new client has asked me to purchase and configure a new server. My question is, if I build this server and buy win2003 server with 5 client access licenses, does this mean that 5 copies of client software are included or do I still need to purchase them separately?
