Win2k: cd-rom not recognized

I have a dual-boot (win2k-win9 with win2k booting from d: and 98 from c:. Booting to 98 will not recognize the d: drive, but win2k recognizes c: and d:. Compaq Deskpro with cd-rom SC-148E and HP cd-writer 9600 series. When I boot to 98, both cddrives are recognized properly. booting to win2k won't recognize either cd drive. Under Device Manager I get Error Code 19. Ihave followed the instructions for correcting the problem, but didn't fix the problem.
Any help much appreciated!

Start by checking with Compaq for W2K drivers for the system.

If they do not have them, then identify who made the chipset on the motherboard (Intel, VIA, SiS, etc.)
Then, install the chipset reference drivers.

If you still have problems, delete the IDE controllers from device manager, and re-boot.
This should update the drivers properly.

Also, for consistencys sake, change the letters for the CD drives (if needed) in W9 so they match the letters in W2K.

Additional info: Error Code 19: Your registry may be Corrupt. I followed ALL instructions inculding your suggestions, Win2k still won't recognize or display the drives, or assign drive letters. I believe this problem started after I installed SP2.
