Win2k: cd-rom not recognized

I have a dual-boot (win2k-win98) with win2k booting from d: and 98 from c:. Booting to 98 will not recognize the d: drive, but win2k recognizes c: and d:. Compaq Deskpro with cd-rom SC-148E and HP cd-writer 9600 series. When I boot to 98, both cddrives are recognized properly. booting to win2k won’t recognize either cd drive. Under Device Manager I get Error Code 19. Ihave followed the instructions for correcting the problem, but didn’t fix the problem.
