Win2k Pro Svpk IV won’t shut down

I recently reinstalled Win2k Pro Svpk IV and the computer won’t shut down. It just goes to the black screen with the command prompt.

I have reviewed the power settings in “my computer” and don’t find any reason for the computer not to turn off. What am I doing wrong?
