Win2K Termial Server Licensing

Hi - I am having some issues w/ MS Terminal server licensing. We have purchased 30 CALs for WIn2k TS. In the beginning, we had no problems w/ users accessing TS. However, as soon as the temp licenses expired, users started getting kicked out and unable to get back in. I checked the TS licenses and they were ALL used up. We only have about 20 people actually using it. It turns out that TS licensing is not like other MS licensing. Once a client gets a CAL, it STAYS there and does not expire (It can't be revoked either). In other words, any time I accessed TS for admin purposes from a user's PC or even my systems at home, that PC was given a CAL. I called MS and had them re-issue a group of licenses, but this did nothing.
My question is this: How can I revoke these licenses from the PCs? I found on TechNet that you can delete a registry key on the client - did that, nothing changed. Has anyone out there come across this? Anyone know how to correct it? Help is appreciated!
