Win2K without Active Directory

I am trying to achieve a Windows 2k server controlled domain, but without installing Active Directory. Our old PDC is to be replaced and I have a new machine (to be the 2k DC). Win2k server has been installed on the new box, but how do I make it aDC without installing AD?
