win95 & 98 device files missing

I have seen two separate incidents which a fresh windows install would display messages saying devices files (in systems.ini) are missing when you reboot the PC.
The files are vnetsup.vxd, vredir.vxd.

To resolved the issuse I had to reinstall using a different CD (hence different version).
Could it be the Media?

The files are part of system files to set up the internet connection and network redirector installable file system,both are 32-bit protected mode,which is part of the networking devices.the latest version had the networking setup files on the disk.

This problem can occur if you install Dial-Up Networking, Dial-Up Adapter, or
Virtual Private Networking and then cancel Setup while the Copying Files dialog
box is displayed. The Dial-Up Networking files are not copied to the hard disk
but the file names are added to the Windows registry. When the computer is
restarted, the files are requested and cannot be found.
To resolve, remove and reinstall DUN. I have also used the system information utility tools/system file checker to extract thefiles from CD ROM. Restore to C:\WINDOWS\SYSTEM
