Win95 DDEML.DLL replaced by oldr version

Starting Win95 and other times a window pops up stating
“The following file has been replaced with an older version. This file is currently in use and cannot be auto repaired”
Restarting, or starting in DOS mode and replacing DDEML.DLL with one from Win95 CD has no effect.
How do I get rid of this message.
