Win98 defrag

I have a PII, 350 MHz PC, 96MB RAM that stalls on 5% when defragging. I have made sure no other programs running in background, disabled antivirus and even tried while in safe mode but got the same result. I did manage to get C: drive partition defragged, but D: drive partition still hangs at 5%. Any ideas? Thanks in advance for any tips.
