Win98 & IE6 problem

A collegue at work is running Win98 & IE 6 and finds that on numerous occasions the keyboard & mouse will lock up whilst the PC is opening a web page. This only happens if the mouse is moved while the web page is still loading. After the keyboard & mouse have locked up the web page continues to open but the only way to unlock the keyboard & mouse is to reboot. Any ideas?
