Win98 runs in “MS-DOS Compatibility mode

My Win98 (1st edition) machine is now running in “MS-DOS Compatibility mode” instead of being configured for optimal performance. I have not added any new software of drivers. I also cannot see my CD-ROM drive or a new hard drive that I want to install on this machine. Must I reinstall Windows once again?! Maybe I can reinstall Windows over itself?
