Win98 Shutdown and USB Keyboard

I have a Fujitsu Siemens Scenic400 with a usb keyboard. Win98se is locking up on shutdown. I’ve tried enabling fast shutdown and changing the fastreboot key to 0 with no effect. Running the win98 shutdown patch and the mapped drives (as it is on a network) patch with no success. I had to enable legacy usb support to get into safe mode and it shuts down fine from safe mode. With legacy usb support enabled, the system locks on the win98 splash screen when trying to get back to normal mode. Disabling legacy support lets me back into windows again. Turning off all background programs and deleting run lines from registry has no effect. Is it possible that the win98 usb drivers are causing a conflict when windows is trying to shutdown hence causing it to lock up?
