Win’98 shutdown problem

I took over someone’s job as an IT Support Person and with it inherited one PC running on Windows’98 second edition. This computer does not shut down. If I click , , and when I confirm that I really want to shut down it just restarts. In other words the command acts just like the command. Does any one have an idea what the problem could be. I have tried reinstalling the OS to no avail. Please send help to gmarufu@fingaz.co.zw
