Win98 & WinNT Dual boot

I have a Dell 1Ghz PIII w/ 45Gb HD. I want to have a dual boot system for Win98 & WinNT. I would like to partition the HD into 3 or 4 partitions. C: FAT16 20Gb(?) where Win98 (system, programs & data) & WinNT (system files only) will reside. D: NTFS20Gb where the WinNT programs and data will be stored. E: NTSF 5Gb for the NT paging file. Can/How do I set this up? Do I use the Fdisk utility to create a 2Gb FAT16 partition then create an extended 18Gb FAT16 partition? This actually creates 2 partitions doesn’t it? I’ve read several HowTo’s that have conflicting statements about this. Which OS do I load first? I’ve seen conflicting statements about this as well.
