Win98se can't add file and print sharing

In my network properties, I don't have the file and print sharing button and it won't let me add it trough; add, service, file and printer sharing. It says "system policies do not allow adding the selected device."
I have not messed with any system policies, I noticed this error when I went to add a network printer, and it didn't work, then I went into network properties and noticed I didn't have file and printer sharing installed and I tried to add it, then that is when I seen the system policy thing.
I have reinstalled my network stuff and reinstalled windows saving windows settings thinking it may be a corrupted file, but nope.

Please help,

Try to find and delete files in C:\WINDOWS with pol extension. If case of no luck, make fresh Windows 98 SE installation starting from fdisk, deleting all partitions and so on.

You do not need file& printer sharing enabled on your Win98se computer, unless you wish to share a printer locally connected to your computer with others.

To connect the network printer... go to control panel ... printers and add printer. Giveit the network path and you should be good to go.

first of all I figured that formating and reinstalling would get it, but I would rather not, and yes I do. to the second answer, it will add the shared printer but will not let me print and I need to share my files also.

If I absolutly need to reinstall I will but there has got to be a way around that

Oh and I deleted *.pol in windows, and didn't work, I only had 1, that is the kind of answers I am looking for. thanks.

Hmmm....
Time to visit the Registry.

1) Back it up! (For information about how to do this, view the "Restoring the Registry" Help topic in Regedit.exe or the "Restoring a Registry Key" Help topic in Regedt32.exe.)

2) Start the Resedit program

3) Navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Network.

4) Remove all of the following keys:
NoEntireNetwork
NoFileSharing
NoPrintSharing
NoWorkgroupContents

5) Exit Regedit. You may need to restart.

In the network setup, click on the add button then click the service then click on file and print shareing
