TweakUI (from Microsoft) will allow you to remove My Computer from the desktop.

Not sure if it affects Windows Explorer.

It may also allow you to remove settings from the start menu.

I believe that Boot Guard will provide you with all the security settings you need:

You might also want to check the bargain / discount book stores and see if you can find a copy of the Windows 98 Resource Kit.
The included CD has the full version of Group Policy Editor for W98. That would also allow you to set limits on what users can do.

Getting the Win98 Resource Kit and implementing System Policies is the best bet.
There is a learning curve here, but it is worth it.

Dear Dorkbag:
1. Win98SE is a downgrade
2. Why do you need to "hid" anything?
3. Check your registry.
