Win98SE WILL shutdown but won’t RESTART

Greetings,

I’ve got a user with a P-III 800Mhz running Win98SE. It will shutdown fine but won’t restart. When RESTART is selected the screen goes blank, the power stays on, and nothing else happens.

Any ideas why?
