win.com file corrupted in windows 95

My client has a Windows 95 machine. When you start it up (even in safe mode), it comes to the loading Windows 95 screen then comes back to a dos-prompt. Even if you run the autoexec.bat or type in win, it does not work. Occasionally, there is a message that the win.com is corrupted. Can this be extracted? Reinstalling the OS did not work.
