Window 2000 Time service

I am having trouble with the windows time service. The PDC emulator in the root domain has been configured to Sync to an external time source using the net time /setsntp command, this works. My Windows 2K servers should not need any more config, to time themselves correctly. I am getting errors 11 “can’t contact NTP server” and error 64 “repeated N/W problems are preventing” on several servers. There are no network issues between these machines. How should the time service be configured for all servers to be consistant and how can I tell if my servers are syncing correctly. Does server returned 0x0 mean success?
Essentially I need a detailed overview of how to configure and what the requirements are for successfull Time Sync over LAN and WAN links. As well as how to tell if Time Syncs are succeeding. I only want to use W32TM on the 2K boxes.
