Window Sizing

Hi.
I have win-2000….also outlook express 5 for the e-mail. How do you adjust the window preferences to open fully upon execution. My outlook express windows open a quarter size everytime. On my homepage for windows 2000 it only opens 80%. I have to manually open both by clicking the X.
