Windows 2000 BCD won't start unless connected to the PDC

Recently our Windows 2003 PDC died a horible death. As a result now that it's back up, I'm installing a Windows 2000 BDC to pick up AD duties if the PDC dies again.
It's attached to the domain and apears to be working, DNS, DHCP are working definatly (it's DNS server is set to itself and can resolve names), However when booted without a connection to the PDC it just stops at "setting up network connections" untill pluged into the network. Also, if disconected after boot and then used as a login server for keribos the client reports that the domain is unavalible.

I think that everythings set up right, but it's not working. What am I missing here?

Edit: I got around the "Never boots without network" problem by changing the "Load zone data on startup" (in the advanced proverites tab) to "Registry" and now it just takes about 10-15 minutes to get itself organised, but it does boot.
I still have the "domain unavalible" problem though.
