Windows 2000 built-in groups

We’ve made users at our facility members of the power-users group. Now they need more rights. We’ve agreed not to add them to the administrators group, and we can’t visit each workstation to set up a new group and modify the rights that way. So, is there a way to modify the power user rights predefined in Microsofts built-in group? If there is, how.
