Windows 2000 computer will not power off

Windows 2000 Professional. After installing an Iomega CD-RW, Upon Shut Down, Windows will go to a black screen with cursor. Dell computer will no longer power off. Restart does not work at all. Must unplug computer to restart. HELP!
