Windows 2000 dial up error

I am getting the following error when trying to establish a dial-up connection to my corporate network: "Error 721. the network computer is not responding".
Please help

Apaprently the modem driver is not updated for the OS

sorry, that link was for XP, but I did find others that say the modem firmware is incompatible with win2k. Replace the modem with a compatible win2k modem/ or try updating the firmware and drivers

The error still appear after updating modem device drivers and all operating system patches.
The corporate network does not have an Active Directory services. I am using the local user account for dial-up authentication. Is that alright? Please provide some info.
