Windows 2000 language support

I installed the Simplified Chinese and Traditional Chinese in adition to the English via Control Panel/Regional Options in Win 2000. I also “add”ed Chinese input under the “Input Locales” tab.
The input icon came up in the toolsbar, and I can switch between the English and the Chinese input from the keyboard. But no windows text program such as Notepad, MS word would accept any chinese code or display a text file properly which caontained the Chinese code.

I tried to uninstall the Chinese language support and reinstall it, but only the first time installing, the system asked for Win2000 CD. The system seems remembered the files after the first installation.

What could the problem be and How can I fix it?
