Windows 2000 permissions & Outlook 2000

I am converting the entire building over to Windows 2000. After configuring Windows 2000 workstation I log on the users. Under the users profile I attempt to register Outlook as the default application for mail, news and contacts. However when Outlook is reopened I find that it is not the default application for mail news and contacts. I have created a workaround to this in which I temporatily place the user in the power users group long enough to register Outlook as the default application for mail news and groups. I then have to remove the from the power user group.
I would like to find a way to avoid having to temporarily add the user to the power users group.
How can I setup the user with the ability to set outlook as the default application for mail, news, and contacts without temporarily adding them to the power users group?
