Windows 2000 Pro Icon dragging problems

I did a fresh install of Windows 2000 Pro. My problem is I cannot drag an icon on my desktop to any location using my mouse. Although, I could copy/cut and paste. What can be the problem? Thanks for any response.

Right click the Desktop and choose Arrange icons.

Can you move them but they revert back to their original position? If so, right-click on the desktop and turn off auto-arrange.

The icon will drag but not drop even with the auto-arrange turned off and return to its original location. What can be the problem? Again, thanks for any response

If you have active desktop enabled, make sure the 'lock desktop items is not checked
