Is there another way for a user to share folders
if his/her login is not an administrator or a power user?

By default, only members of administrators and powerusers group can share folders on win2k systems.
If you want plane users to share, it is not possible. As a workaround, as an administrator you can share a folder and ask your users to store their folder in that shared folder for network access.
If you login to system using a non-powerusers or non-administrators group, but you know admin username\password or poweruser's username\password, then you can run compmgmt.msc under run as service and provide username\password of an account that has admin privileges. Use compmgmt console to share directories on your machine.
