WINDOWS 2000 RAS CONFIGURATION

I use a 77.8 upstream and 2mbps downstream satellite connection for the internet in Bamenda, the north west provincial capital of Cameroon, and want to give others access to the internet via phone line. I configured RAS on one PC (the server). I created a user account, which I tried out on another PC out of my place, connected to a phone line via modem. A connection was established with the server. I had it’s icon on the task bar. However, when I double-click on the internet explorer icon, I get the message that I cannot connect to the server I’m dialing. The username and password were all correct. Please, what can I do? Thanks.
