Windows 2000 server

Like in the case of Cisco. Is it possible for me to create a access-list in the Windows 2000 server so that i can permit or deny any http:// of my choice from the internet. If so what is the procedure that needs to be followed, Since Microsoft says that windows 2000 has all the capabalities to function as a router.

Acually "permit/deny any http:// of my choice" is NOT a usual router functionality. Yes, most routers do provide some simple packet filtering (address, port, protocol) and Win2K does too (though does not allow address filtering).

Whatever you want is rather Firewall functionality. BTW it is not available on CISCO IOS without FW feature set.

Options you have:
1) Install firewall or proxy software on your Win2K (MS Proxy server for example)

2) In case your users use IE for internet access -- use IEAK and add the sites into restricted zone.
