Windows 2000 Server Licenses

I just took over the computer responsibilities for a small office and I don't have the most experience but have to learn. One of the first things I have to do is figure out the windows 2000 server licenses. I need ot change from a per server configuration to a per seat configuration and an looking for a few tips to do that. Any help would be appreciated.
