Windows 2000 Server Problem

Dear techies,

I am facing a strange problem like windows 2000 server is not able to boot properly, it is hanging after processing intial bootup.we had formatted OS and reinstalled but problem is coming again & again after installing proper antivirus also.

pls i require permanent solution,
