Windows 2000 Shutdown Problem

When Windows 2000 Pro shuts down it fails at the “Saving your settings…” display. Windows settings are not saved and the system shut down stops here. The display is still active and so is the mouse, but the keyboard is not. The system must be reset manually. I am attached to a network. I am not using roaming profiles. All settings and sign-ons are local. I have reinstalled Windows 2000 over the current installation.
