Windows 2000 slow response

I have an HP Vectra VlLi8 DT running Windows 2000 with 260 mb ram. It seems when I have one or two programs running and then click Start, it may take 5 to 10 seconds for the menu to display. I would like to correct this slow response time. This slow response also happens when I click on a down arrow to select another drive.
