Windows 2000 Startup problem

I am having a problem with a machine that startsup from a fresh install of Windows 2000 with a selections screen to either start Windows 2000, NETBOOT, or NETBOOT SafeMode. Ive check in the BIOS and turned everything off that even looked like it might cause a special boot screen. The hard drive was formatted completely before the Win2k install. Any suggestions?
