Windows 2000 System permissions

I have a Windows 2000 computer thet the system hard drive crashed on. I didn't have a system drive back up, so, when I installed a new hard drive I reloaded Windows 2000, all updates and programs. The problem came when I went to access the data file on my data drive. Some of the files and some folders are not accessable. I checked on the security settings for those files and folders and they are gone. Even the system permisson is gone. Some files allow me, under administrator, to take full control but I still have no security permissions and still cannot access them.
The question is, is there a way to reaquire the system permissions that will allow me to add or change permissions.
