Windows 2000 TCP/IP Interface list

Dear Sirs,

Please let me know how to tell windows 2000 to create the interface list in the order that I want, not in the order that they are activated.
This will solve our bussines problem, it make that all user have to deactivate the LAN to reach our server via VPN (dial up acces).
Microsoft is working to solve this but during 4 days we are still without an answer.
