Windows 2000 time Sync

I have a DC running windows 2000 and one running 2003. The server running 2000 is 6 minutes slower than the 2003 some of the computers on the network sync with the 2003 and some sync with the 2000. When i try the w32tm -s or 32tm/resync depending on the OS i get an rpc error. Is it possible to set up the 2000 server to use the 2003 server as its time server? I tried to force them to sync but no luck. The 2003 server is set up to use SNTP. Any help would be greatly appreciated.
