Windows 2003 AD + NetBIOS + DNS (Users can add systems to domain)

I work with a Win2003 AD environment. DNS is handled via a Linux server.

If a system is not yet added to the domain, but the user has local admin rights and the system is registered in DNS, the user can change the hostname of the system and add it to the domain with their credentials.

Has anyone seen this behavior before?

It is not a Permission issue, but has been narrowed down to changing the NetBIOS name from the standard format listed in DNS.
