Windows 2003 SP2 – Firewall

I have a windows 2003 standard edition server with SP2. When I tried to bring up the firewall I received the following message:

Due to unidentified problems, windows cannot display window firewall settings.

When I go into services there is no service for Windows Firewall. There is nothing in the registry. Since the firewall is installed under a normal installation I am not sure what happened to it. I also tried opening the firewall.cpl but receive the same message. How do I get the firewall back? Would reinstalling the SP2 accomplish that?
